Since this weekend this hypothesis is more likely

Negotiation between physicians and health insurance is virtually dead, the two main unions of doctors who have considerably hardened their positions this weekend. At the time, no one seems to hope that talks will lead to an agreement before the deadline of the 10janvier. This is the day that expires the current convention, one of the cornerstones of the health system French since it governs the relationship between liberal practitioners and social security. In the absence of agreement, an arbitrator will be appointed - namely Bertrand Fragonard, former President of the High Council for the future of insurance - and arbitral regulations govern relations with physicians.

Since this weekend, this hypothesis is more likely. MG France General Assembly, the first Union of general practitioners, has implemented minority Saturday its Chairman, Martial Olivier-Koehret, in power for three years. Claude Leicher, a fifty-six years drômois practitioner, succeeded him. "Proponents of trade unionism of claim prevailed on the syndicalism of proposal I represented", considers the beaten candidate. "This election is an expression of discontent which rises on the ground," analysis Vincent Rébeillé-Borgella, Secretary General of MG, which supports the new President. The "putschists" criticized the outgoing direction its too much involvement in the Bachelot law, enacted last summer. They denounce "repeated humiliation" as a duty, now enshrined in the texts, to declare its absence days in advance to better organise the permanence of care. They are also part of their "anger" against their exclusion from the campaign of vaccination against the flu.

Adjustment of the tariff

MG will now focus on the adjustment of the tariff of the consultation, set at 22euros since 2007. However, Medicare and the Government exclude any increase by 2011 in the absence of commitments of physicians on exceedances of fees and demography.

Second blow for the negotiation, the Minister of health has officially expressed "doubts" about the possibility of signing an agreement "a few weeks before new elections". Professional elections must take place this year, but not before the end of the first half. Roselyne Bachelot prefers that negotiations resumed after the vote, on the basis of the new force Union report out boxes. The Minister also fired red ball on the Protocol of agreement to limit exceedances of fees, signed between Medicare and some unions of doctors in October. It considers insufficiently binding to be effective. "For the moment, it is rather the petition of principles", it criticized before the Association of journalists of social information (AJIS).

"Too much is too much", responded the CSMF, the other great Union of doctors yesterday. "The ministrea made the decision to anticipate the outcome of the ongoing conventional negotiations in deciding for the establishment of a settlement of referees", considers the Union chaired by Michel Chassang. "With this contempt", the CSMF "Decides to finally leave the conventional negotiation table". The negotiations should not advance before the end of the first half of 2010 at the earliest. "The problem, said one of the actors of the record, c ' is that they may be even more difficult after the elections." "All unions have campaigned on strong claims, such as the increase in the rate of the consultation".
