Europe is an asset must increase its potential

The fear of the future is so strong now that it makes it difficult to the debate on globalization and outsourcing. After several months of work, we arrived, personally a few first more nuanced conclusions.

First globalization intervened before the war of 1914, following already a communications revolution. The mobility of labour and capital was greater than what it is today. The truly new phenomenon is the possible questioning of the supremacy of the developed by China or the India.

Relocations are now poorly understood. Is it simply a foreign to a French production production substitution How to apprehend launched new productions abroad by French companies directly or outsourced Does include jobs created by French firms abroad Probably yes, knowing however that some of these jobs are used either to conquer market share, or to maintain the global competitiveness of a business otherwise doomed to disappear. Studies are often limited to offshore industrial employment review, while the relocation of services are likely to multiply.

There is an unsustainable contradiction between a macroeconomic approach abstract, not without shortcomings, and a human and territorial reality sometimes dramatic, affecting primarily the less skilled workers and employment basins often already fragile. This approach also ignores the pressure exercised on workers by the threat of relocation. It is not possible, on the other hand, did not note the flow of foreign capital to invest in France each year and create jobs which person speaks. The "French exception" is even less credible that our "model" sentence obviously in all areas. In terms of purchasing power, the France is certainly exceeded by the United States but also by... the Ireland.

The status quo, it doesn't work! Let us remember that in the early 1960 Ivory Coast was a more promising than the South Korea State! A successful business can be created at any point of the chain of value and in any sector provided that it innovates.

On a more political level, alternatives also exist. It is certainly possible to be based on business, labour, the bulk of the weight of social protection. If we want to maintain a high level of social protection, such as the Denmark for example, without penalizing the employment, we must gradually postpone the load on other resources. It is the competitiveness of businesses. It is therefore highly desirable to deepen reflection on 'social VAT ".

Let us also on the current state aid to companies, often ineffective and poorly controlled device. One example: in 2006, EUR 339 million was spent to prevent the relocation of firms in difficulty, against only EUR 1.5 billion over three years for competitiveness clusters.

A way to avoid relocations is, of course, to ensure that our young and performing companies want to develop in France. It is possible to maintain the strengths of our social model without a right to work as heavy and complex. Need to improve the tax and financial business environment and further integrate SMEs in the poles of competitiveness while at facilitating access to public procurement. The increase in the competitiveness of our territories is also a priority. Finally, the State must respond faster to business demands.

Europe is an asset; must increase its potential. Unlike the United States, there is no real economic European policy, just a monetary policy. European competition law is much less pragmatic than in the United States.

The only message that we want to move is finally this one: why the France be not able to innovate and find themselves at the forefront To make confidence to our citizens, it is imperative to ensure security and to prepare for mutations in faster. But stop wasting public money, a scarce resource, to try, unsuccessfully, to save doomed companies. Concentrate our efforts on the protection of the person of the employee and innovation!
